CAPTURE MANAGER

POSITION DESCRIPTION

Bright Silicon Technologies, located in Livermore, Ca is seeking a Capture Manager who thrives at managing and executing the full capture life-cycle across multiple simultaneous proposals and contracts with government and commercial customers. You will be responsible for leading the development of BSTs proposals to federal government agencies and commercial R&D arms to advance BST’s technology commercialization. RESPONSIBILITIES:

  • Develop, organize, and execute capture activities, including working closely with external partners, sponsors and internal management to respond to and win business with new and existing customers in alignment with BSTs commercialization goals.

  • Proposal development and submission through requirements break down, building content and justification and bringing together disparate pieces (technical/financial) all under a hard schedule. You will coordinate subcontract/team inputs and implement the “gold-standard” of proposal and bid development, with coordinated reviews to increase hit-rate.

  • Leadership of negotiation including documentation submission and support for pricing and budgets, representations and certifications, and responding to customer inquiries.

  • Support of: 

    • Contracting and subcontracting

    • Relationship management

    • Deliverable and invoice submission

    • Contract transition or closeout

  • Understand the commercial customer marketplace and organizations to drive commercial partnerships through introductory calls, meetings, proposal development and relationship management.

  • Grow BSTs capture and BD efforts including hiring and mentoring new BD employees and/or operations professionals.

BASIC QUALIFICATIONS:

  • 8+ years of experience with successful executions of capture efforts, strategic planning, partnering, proposal development, and market analysis.

  • Experience with U.S. Government contracting opportunities, proposal process, managing federal contracts and maintaining relationships with DoD organizations, preferably in the RDT&E community.

  • Experience with federal government budgets, investments and acquisition processes.

  • Demonstratable experience managing pricing, teaming, bid strategies, and proposal strategies.

  • Proven ability to explain technological concepts to both technical and non-technical clients, as well as an understanding of how basic technology converts into essential customer capabilities

  • Demonstrated ability to work efficiently in fast-paced, time sensitive environment with multiple, simultaneous capture efforts ongoing.

  • Demonstrated experience developing sales and engagement materials including presentations, proposals and white papers.

PREFERRED QUALIFICATIONS:

An ideal candidate would have familiarity with:

  • Extensive knowledge, experience, and success winning captures for technical programs with the DoD and other related agencies.

  • Demonstrable understanding of all contract types (non-IDIQ, IDIQ – single or multiple award contracts) as well as payment types (e.g., FFP, T&M, cost plus).

  • Experience with the SBIR process.

  • Programmatic experience moving technology from RDT&E to POM under government requirements.

  • Commercial sales experience.
